TRIANON AND THE UNITED STATES OF CENTRAL EUROPE
The United States could serve as a model for Central Europe. This is because some 83 years ago the Treaty of Trianon dismembered the thousand years old kingdom of Hungary and thereby "balkanized" Central Europe. Trianon deprived Hungary 63.6% of her inhabitants and 71.5% of her territory. The treaty was the creation of the French politicians Georges Clémenceau and Raymond Pointcaré. The dismemberment of the 48 million Austro-Hungarian empire created not only a power vacuum in Central Europe, but also created 16 million ethnic minorities, including 5 million Russians, 3.5 million Hungarians.
Seldom has a peace, imposed by violence, been so brutal in its bias, more
forgetful of the lessons of history and better calculated to create future
upheavals. Yet it took nearly 80 years for such unnatural creations as
Yugoslavia and Czechoslovakia to self-destruct. It should take much less to
build a Danubean Confederation or a United States of Central Europe from
the embryonic, but already existing, Visegrád Federation of the Czech
Republic, Hungary, Poland and Slovakia.
Naturally, this should occur within the European Union as it would serve
her stability, if better power balance were provided and if all of Central
Europe could speak with a single voice. It would also help in better
balancing the EU, if such power centers as the NATO headquarters were also moved to the East, such as to Bratislava, Budapest, Prague or Warsaw. The key to reaching this goal is the elimination of ethnic tensions by guaranteeing uniform ethnic rights throughout the region and doing this not in response to ethnic violence (as in Kosovo), but because it is a basic right, which prevents violence. Paraphrasing Lincoln: "Nothing is settled for good until it is settled justly."
On March 31, 1919 President Wilson called the Treaty of Trianon absurd. He wanted ethnographic boundaries and he wanted the principle of
self-determination to prevail, but was overruled by the French. As a
consequence, the United States Congress refused to approve the treaty,
which turned the people, who never moved from their hometowns into
foreigners by redrawing the borders around them.
One of the acid tests of civilization in any society is its respect for
minority rights. There is no need for new rules, what is needed is the
enforcement of existing the ones. Even the Treaty of Trianon (Article 11)
guarantees local autonomy in scholastic and religious matters for the Szecklers and the Saxons in Transylvania. Yet, in the past the Great Powers looked the other way and did not seem to notice when the institutions and
posessions of ethnic communities were targeted by the arrests of over 500 Catholic priests and bishops or by the confiscation of over 1,500
ethnic schools just in Transylvania alone.
To correct the errors of the past, I suggest the building of a federation
which accepts self-determination through UN-supervised plebiscites and
provides cultural and linguistic autonomy to all ethnic minorities. All
these minorities have the right to maintain their heritage and determine
their cultural destiny, no matter how they evolved or how long they have
lived in a particular area.
History does not solve problems accidentally. Those who want a better
future must first have a plan, a concept of that future. For the stability
and prosperity of Central Europe and the European Union, that plan should
start with autonomy for all the minorities and should end with a voluntary
federation. It would be fitting if on the 83rd anniversary of the
dismemberment of the Hungarian Kingdom, after the unnecessary and
undeserved suffering of three generations of innocent ethnic minorities, we
would start the process of rebuilding, not of a nation state, but of the
United States of Central Europe.

U.S. SENATE UNANIMOUSLY RATIFIES NATO TREATY; SENATORS RAISE RIGHTS OF MINORITIES
FEDERATION SUPPORTS EFFORTS AIMED AT ENCOURAGING ROMANIA AND SLOVAKIA TO RESPECT RIGHTS OF HUNGARIAN MINORITIES AND
RESTORE COMMUNAL PROPERTIES
(WASHINGTON, D.C.) "[S]ignificant challenges remain for each of the seven candidate countries. They include: . . . eliminating discrimination against ethnic minorities . . . in . . . Romania and Slovakia; . . . completing the restitution of religious and communal properties . . ," said Democratic Ranking Member and former Chairman of the Senate Foreign Relations Committee Senator Joseph R. Biden (D-DE) on May 7 during the debate on the Protocols of Accession to enlarge NATO. "I am also hopeful that Romania will move forward with steps to ensure progress on outstanding property issues, including those of significance to Hungarian and other minority groups in Romania," stated Senator George V. Voinovich (R-OH).
On May 8, the Senate unanimously ratified the Protocols of Accession by a vote of 96 to 0, including several declarations and conditions that the Foreign Relations Committee on April 30 had unanimously adopted. In Declaration 8, the "Senate finds that individuals and communal entities whose property was seized during the Holocaust or communist period should receive appropriate compensation . . . ." Just prior to the vote on ratification, Senator Frank R. Lautenberg (D-NJ) noted, "I have one concern that I would like to mention: the rights of the large historic Hungarian minorities in Slovakia and Romania. I urge both countries' governments to continue to work with their Hungarian communities to resolve property restitution disputes and other contentious issues."
The Senate also adopted a controversial declaration that calls on the President to place on the agenda of NATO's North Atlantic Council the "NATO 'consensus rule'" and "the merits of establishing a process for suspending the membership in NATO of a member country that no longer complies with the NATO principles of democracy, individual liberty, and the rule of law set forth in the preamble to the North Atlantic Treaty."
The American Hungarian Federation of Metropolitan Washington, D.C. for some time has urged that Romania and Slovakia be expected to respect the rights of their respective Hungarian minorities and restore communal properties. It also actively participated in the public debate preceding the vote by the Senate on enlargement.
On April 29, the Federation submitted a statement to Senate Foreign Relations Committee. The Federation stated that, "an enlarged NATO, consisting of stable and secure countries and as an organization of collective defense, is in the vital interest of the United States." The Federation noted, however, that "an indispensable component of security in Central and Eastern Europe is a commitment to democracy, including the respect for the rule of law and the rights of . . . minorities . . . ." After summarizing a number of shortcomings of Romania and Slovakia, the Federation concluded that the "review and reform process should not stop with full NATO membership . . . . The United States and NATO will have to continue to monitor the pace of progress and reform to ensure that the new members live up to their commitments and promote regional security by respecting the human rights of their national and religious minorities. As part of this process, Romania and Slovakia should be expected to expeditiously resolve the long-pending religious, educational and other Hungarian minority community property restitution matters."
In addition, the Federation's recent activities included: dissemination of an Action Alert urging individuals to ask their Senators to make a statement on the record on behalf of the Hungarian minorities; participation in the telephone campaign; submitting information about the situation of the Hungarian minorities in Romania and Slovakia to State Department officials during a roundtable discussion on "NATO Enlargement and the Current State of the Trans-Atlantic Alliance;" and dissemination of information to Lord Robertson, Secretary General of NATO, regarding Romania's Hungarian minority. On May 8, Frank Koszorus, Jr., the Federation's president, debated Ivan Eland, Senior Fellow and Director of the Center on Peace and Liberty, The Independent Institute, and Pavol Demes, Director of the Central and Eastern Europe Office of The German Marshall Fund, regarding NATO and minority rights on a Washington, D.C. radio talk show. That afternoon he attended the NATO enlargement ceremony at the White House during which President Bush addressed the invited guests.
"As the Senate debate made clear, this is not the end but the beginning," said Mr. Koszorus. "Although the 'golden carrot' of NATO membership may be gone, we must continue to raise our voice to ensure that democratic reforms in Romania and Slovakia don't stop, that the rights of the Hungarian minorities are fully respected, and their grievances expeditiously and judiciously addressed and resolved, including long-pending property restitution matters," he added.

Az alábbi hírt kaptam, továbbítom, annál is inkább, mivel feltételezem, hogy az <elnok@mvsz.hu> e-mail címen – ha csak lista nincs mögötte – nem ér célba.
Sok alkalommal emeltem már fel aggódó szavamat, hogy a világmagyarság a MVSZ keretében szétesik, ha nem figyelünk rá. Kezdeményezéssel éltem (egy éve!) az Alapszabályfelügyelõ Bizottság felé: foglaljon állást, adjon véleményt, hogy a megváltozott helyzet és a szeencsétlen – a világmagyarság érdekében nem mûködõ – alapszabálymódosítás (amelyet a küldöttgyûlés gyakorlatilag a nyugati régió szavazatai nélkül [! ]fogadott el) után hogyan lehet a "szolgáló" MVSZ munkáját a szervezet megtartása, megõrzése mellett megtartani.
A kezdeményezés azóta is valamelyik fiók fenekén ûl, s az eredményt, annak újabb lépését láthatjuk.
Ilyen Világszövetséget épít a MVSZ elnöksége és vezetése? Ilyen Világszövetséget akar, aki akarja? Sorban maradnak el országok, Országos Tanácsok, egyre kevésbbé lehet a Magyarok VILÁG-Szövetségére, a világ közel 50 országában élõ
VILÁG-magyarságra hivatkozni, s ezzel az egész MVSZ veszti hitelét!
Örömmel vesszük, amikor azt halljuk, hogy az egyesített Kárpát-medencében sikeres tevékenységek (is) történnek. DE: mikor és mi módon fog sikerülni a VILÁG-magyarság újraintegrálása? Ez a jelenlegi alapszabály mellett, és elváró, diktatórikus hozzáállás, intézkedések, elõírások stb. mellett nem lehetséges. Az sem szolgálja a MVSZ javát, ha a régi, áldozatos munkát végzett munkatársakat, szervezeti, egyesületi vezetõket egymás után csak elmarjuk, "kinyírjuk", elidegenítjük. Nekünk, mindannyiunknak ott és úgy kell megélnünk, megtartanunk magyarságunkat, ahol azt emgéljük és megtartása érdekében áldozatos munkát végzünk, s ennek módját központilag elõírni, megkövetelni nem lehet! Voilt már néhány "pártállam" a világon, egytik sem volt hosszú életû. Kár a jobb sorsra érdemes Magyarok Világszövetségét is a "siekertelen próbálkozások" sorsára ítélni!
Új alapszabályra van szükség, amit át kell gondolni, a világmagyarság szervezeteinek aktív egyetértésével, a jelenlegi önmagában is ellentmondásos alapszabály csak befejezi a rombolást, szétveri a Magyarok VILÁG-szövetségét. A rosszul begombolt kabátot újra kell gombolni, máshogy nem megy.
Tisztelettel egyike azon egyre kevesebbeknek, akik – még – aggodalommal figyelik az elõre látható és érezhetõ fejleményeket, s aki még felelõsséggel félti a Magyarok Világszövetségét, azt a Világszövetséget, amit sokan, hosszan, közösen próbáltunk újraépíteni.
