he complete collapse of state authority security and environmental safety in Roumania, specifically Transylvania. And its remedy. Transylvanian Rehabilitation Commission. As your Holiness, Majesty, Excellencies, and Honours are aware a second major chemical spill has occurred on the heretofore unpolluted river Tisza of exemplary cleanliness and environmental uniqueness. This lies in that part of Roumania which in the Baroque age has been a bastion of multiethnic civilisation and as such mentioned in John Milton’s Areopagitica, in his magnum opus of the freedom of the press and of an informed civil society. This was Transylvania. Treasured Transylvania the fountain of Rumanian and Hungarian culture, where the Protestant Princes successfully navigated between Austrian autarchy and Ottoman obstinacy. They developed the mines of gold silver heavy metals and iron which fueled a mini Easter European Renaissance and age of Reason. These mines have now become under the collusion of ruthless and incompetent international financiers and post-communist corrupt apparatchiks and born-again robber baron multinational mining companies *Drezdner Bank & Esmeralda?(the Aussie Mining Co) agents of environmental death destruction pollution ecocide and ecological extinction, as well as human misery. Evidently the trickle down economy in Roumania is not working. The mass of Rumanian underemployed and unemployed Hungarians and emigratimg Jews and Germans is creating an economic sink hole and ecological black hole in the middle of Europe. The pseudocommunist tyranny of Ceaucescu has not evolved into a liberated state of competent bureaucrats and managers. Not only are they incapable of raising the standard of living of their people and moving them towards democracy and some sort of liberal capitalism or welfare state, but they are a threat to the health and well being of not only Rumania, but Hungary and Serbia/ Yougoslavia and even Bulgaria, and now as a final installment even Ukraine. As if those states didnt have enough problems. They have been counted measured and found wanting. The postcommunist emerging democracies of eastern Europe until now have demonstrated admirable restraint in dealing with cross border issues, seeking to behave like good future members of the Posthistorical Europe. Not a chance. It is imposible to sit idly by when one states’ poverty or incompetence or we hope not malice causes repeated environmental and human disasters to its own ecosystem and people as well as to its neighbours. Evidently Rumania is not capable of managing its international responsibilities. But the responsibility for this series of disasters cannot be laid at the door of Rumania, or even the Banks financing these gold mines or the Australian or other co/conspirators, but on the signatories of the peace treaties above all Britain France and the USA but also Russia and Italy, as they were jointly responsible for allocating all of Transylvania without any semblance of the pretended principle of self-determination// no one asked the Hungarians the Szekelys or the German Saxons to what state they would like to belong to // they were transferred like slaves, like cattle, like chattel. No one competent in geogaphy or hydrology ever looked at the absurdity of setting state boundaries irrespective of the flow of rivers or the lie of the land, the orientation of the mountain ranges. Linguists know that dialectal boundaries follow riparian structures even in Georgia. The boundaries are as absurd and incompetenly drawn as the postcolonial errors in the continent of Africa, where states were set up at the convenience incompetence and ignorance of the colonial powers not respecting the natural ethnic linguistic tribal ecological or geographical regions of that continent. The western powers share a major part of the guilt of the unraveling of the post WWI and WWII boundary and state agglomeration fiascos. Every single state which was given a bite of Hungary is now extinct. The phantom sham states have withered away with the demise of Naziism and Communism. There is no Yugoslavia, but a rump. There is no Czechoslovakia. There is no longer a Union of Soviet Socialist Republics. They are all gone. They were not organic but artificially created states and as they were genetically engineered, they were doomed from the start. Now they are gone, like the unviable chimaeras they were. It was not foreign powers or neighbours which dismembered them, but their own people. Now it’s the turn of Rumania. This may be the first state in history which selfdestructed ecologically. Look at the globe. Which states boundaries stand out as natural frontiers of mountain, seashore, river delta, desert or heath. Other than continental states or island empires and peninsulas the most obvious is the garland of the Carpathian Mountains crowning and embracing Austria Slovakia Ukraine Rumania and Hungary. Call it what you will, subdivide it foolishly, set its peoples against one another they are fated by melting snow in the mountains and the meandering rivers on the plains and the natural resources in the ravines and the flora and fauna of field forest and stream to be wedded and welded together, and it seems now to be poisoned together. The state which failed its people its land its living things and is a constant threat and vexation to its neighbours cannot be permitted to persist. NATO the UN as well as the Allies of two world wars now have to act. The mortgage is due. They have to declare an ecological economical and ethnic state of emergency and Transylvania must be made a ward of the European Union. Not peacekeepers or invasion or liberation troops, but ecological/economic wardens of mines, rivers, hotbeds of pollution should take over from Rumania the management, safety supervision, cleanup of the sites. Thereby providing training and employment for the inhabitants of Carpathian Rumania. I dont envisage a change in the status of Transylvania, it may stay nominally a part of Romania, but its economic metallurgical mining hydrological ecologial silvicultural management must be placed in the hands of competent and responsible international operatives. Something like the Tennessee Valley Authority or the Marshall Plan. A Transylvanian Rejuvenation and Rehabilitation Commission. Its time. The mines are discharging their effluent as we speak. The rivers are not waters of life, lifegiving streams but Styx Phlegeton of chemical Hell. Szamos. Tisza. Cyanide and Lead. Have a nice millenium.
