Cyrill Bürgel, the president of the donor association Basel Hilft, and Aristide Roibu, managing director of the Bucharest firm ARIS INDUSTRIE, were business partners in a joint-stock company called OMEGA PRODINVEST, which subsequently took over financing for the Cserehát investment. The applications for construction approval had been filed in the name of the Szent Miklós (Saint Nicholas) Association of Gyergyószentmiklós — but it turned out the association’s own leadership knew nothing about it. The construction authorization was initiated, in the name of ARIS INDUSTRIE, by the same Gavrila Ion who had earlier begun the approval process in the name of the Szent Miklós Association without any authorization to do so.

The paper trail includes: Decision No. 3, by which the Town Council agreed to rent out the land for the construction of a special school for disabled children in Cserehát; the 99-year lease contract for that purpose; the donation contract by which ARIS INDUSTRIE, as main contractor, donated the Cserehát property to the Immaculate Heart Congregation; the local government’s decision to halt construction; penal statements recording violations by the two construction firms, ARIS INDUSTRIE and ASCO; the judicial order halting construction; Prime Minister Văcăroiu’s Government Decision No. 1346, transferring the town’s land to the Greek Catholic Archbishopric, alongside the later Ciorbea government decision invalidating it; and the final ruling of the Târgu Mureș Court of Appeal invalidating the Odorheiu Secuiesc court’s construction-halt order, together with the December 9 enforcement minutes documenting compliance.

On December 4, 1997, the local government approved the measures already taken by the mayor, vice mayor, and town clerk in response to police harassment over the matter. On December 15, 1997, a declaration of intent was signed by the local government, Mayor Szász Jenő, ARIS INDUSTRIE manager Aristide Roibu, representatives of the Immaculate Heart Congregation, and the organizers of the round-table talks — the Helsinki Committee of Romania and the Pro Europe League — agreeing to reconvene within 90 days. The Minority Ministry’s own referent filed a report on that December 15 round table.

The local government in Odorheiu Secuiesc also drew up a Cserehát activity plan dated January 2, 1998.

Az adományozó Basel Hilft egyesület elnöke, Cyrill Bürgel, valamint a bukaresti ARIS INDUSTRIE Rt. vezérigazgatója, Aristide Roibu üzlettársak voltak az OMEGA PRODINVEST Rt.-ben, mely egy idő után átvállalta a csereháti beruházás finanszírozását. A csereháti építkezés engedélyezésének kéréseit a gyergyószentmiklósi Szent Miklós Egyesület nevében írták — erről azonban kiderült, hogy az egyesület vezetése mit sem tudott. Az építkezési engedélyt ugyanaz a Gavrila Ion kezdeményezte az ARIS INDUSTRIE Rt. nevében, mint aki felhatalmazás nélkül a Szent Miklós Egyesület nevében indította el az engedélyezési procedúrát.

A dokumentumok között szerepel: a 3-as számú Határozat, mellyel a Városi Tanács bérbe adta földterületét a székelyudvarhelyi fogyatékos gyermekek csereháti kisegítő iskolájának építésére; a 99 évre szóló területbérbeadási szerződés; az ajándékozási szerződés, melyben a főkivitelező ARIS INDUSTRIE Rt. a csereháti ingatlant a Szeplőtelen Szív Kongregációnak adományozta; az önkormányzat határozata az építkezés felfüggesztéséről; az ARIS INDUSTRIE és az ASCO kihágásait rögzítő büntető jegyzőkönyvek; a bírósági elnöki rendelet az építkezés leállításáról; Văcăroiu 1346-os Kormányhatározata, mellyel a város területét a görög-katolikus érsekségnek adták használatba, valamint az azt érvénytelenítő Ciorbea-féle kormányhatározat; és a marosvásárhelyi táblabíróság jogerős ítélete, mely érvénytelenítette az udvarhelyi leállítási rendeletet, az 1997. december 9-i végrehajtói jegyzőkönyvvel együtt.

Az 1997. december 4-én hozott 69-es számú határozatban a székelyudvarhelyi önkormányzat egyetértett és jóváhagyta a polgármester, alpolgármester, valamint jegyző eddigi, a rendőrségi zaklatások miatt szükségessé vált Csereháttal kapcsolatos intézkedéseit. 1997. december 15-én szándéknyilatkozatot írt alá a székelyudvarhelyi önkormányzat, Szász Jenő polgármester, az ARIS INDUSTRIE Rt. ügyvezetője Aristide Roibu, a Szeplőtelen Szív Kongregáció képviselői, valamint a kerekasztal szervezői — a román Helsinki Bizottság és a Pro Európa Liga —, megállapodva arról, hogy 90 napon belül újra tárgyalóasztalhoz ülnek. A Kisebbségügyi Minisztérium munkatársa jelentést készített az 1997. december 15-i kerekasztal-tárgyalásról.
