Dear Mr. Verheugen,

The Benes decrees of 1945 stated that the German and Hungarian nations were each collectively guilty of war crimes and the Czech and Slovak Republics relied on that assertion to deport millions of Germans and Hungarians from their homelands.

The concept of “collective guilt” is in conflict with the Human Rights Charter. As the European Commissioner for the Enlargement of the Union, I respectfully ask you to request that the Czech and Slovak Republics renounce the Benes decrees as a precondition for consideration for membership in the European Union.
